Pay, salaries and wages in Pakistan are divided into public and private working sectors. At government or public levels, three grades or scales are basically prevailing namely SPS, BPS and OG. In private sector, each organization has its own set of scale.

In the government sector, the employees of respective scales have basic pay according to their scale. However, lump sum amount can be increased or decreased on the ground of special duty or departmental allowances like audit allowance, special judiciary allowance, technical allowance and likewise another subject to nature of department where different allowances are prevailing.

Minimum wages in all provinces of Pakistan including Islamabad are being regulated by The Minimum Wages Ordinance, 1961. The Minimum Wages Ordinance, 1961, however, has been amended by all provinces, and each province has own set of rules derived from The Minimum Wages Ordinance, 1961.

The Minimum Wages Ordinance, 1961 ensures establishment of Minimum Wages Boards, recommendation of minimum wage rates for unskilled and juvenile workers, recommendation of minimum wage rates for workers with respect to particular industries, periodical review of minimum wage rates, prohibition to pay wages at a rate below the minimum wage rates, protection of the labor laws in the country.

The minimum rates of wages prevailing in Pakistan also account for-

  • Time work
  • Piecework
  • Overtime work
  • Work on the weekly day of rest and for period of holidays

The Government of Pakistan has ensured that female workers in Pakistan shall also get the same minimum wages as allowed to a male worker of the category of such worker.

Minimum Wages in Pakistan

The Minimum Wages Ordinance, 1961 in Pakistan ensures the reasonable wages applicable in all parts of Pakistan. Currently, the minimum wages fixed by Federal and Provincial governments do not meet the needs of the employees of private sectors, and even in most of the country, workers are not getting minimum wage and working overtime too.
