In Pakistan, Higher Education Commission of Pakistan is authorized to provide the equivalence certificates to foreign degrees and deeni asnad. There is an Equivalence Cell of HEC that provides the equivalence to foreign degrees and deeni asnad.

The equivalence certificate by HEC is provided after taking into consideration the verification of antecedents of the applicant, particulars of the degree, program of studies, course contents, period of study abroad, and the accredited status of the institution. All these are first verified by the Equivalence Cell before issuing equivalence certificate.

HEC Equivalence Certificate Documents Requirements

  1. The applicant looking for getting equivalence certificate are required to submit the following documents
  2. Attested copy of certificate or degree with English translation
  3. Original and attested photo copy of degree or diploma and attested translation
  4. Photo copies of transcripts years-wised
  5. Admission letter for proof of registration of the degree
  6. Photo copy of the syllabus (in English) as per official record of the degree awarding institute (printed copy is also acceptable)
  7. A copy of thesis in case of research degree
  8. Evidence of degree completion (passport entries, university letter, etc.)
  9. Study leave order for in-service personnel
  10. Proof of scholarship in case of scholarship holder
  11. A certificate relating to previous studies or photocopy of degree certificates
  12. Original passport duly endorsed with visas of countries concerned
  13. Copy of CNIC
  14. Bio-data including the period of study spent abroad

Fee for Equivalence Certificate

Rs. 5,000 for Bachelors, Bachelors (Hons.) Master degree (14-16)

Rs. 5,000 M.Sc (Hons.), M.S, M.Phil or equivalent

Rs. 5,000 for Ph.D. or equivalent

How to pay fee

Fee may be deposited in cash with Finance Division of the HEC, Islamabad or through bank draft or pay orders in favour DF Finance, Higher Education Commission, Islamabad.
