Ministry of Information Technology and Telecommunications (MoIT) has finalized the draft for Telecommunications Policy and forwarded it to Economic Coordination Committee (ECC) of Cabinet for final approval.

Ministry had first released the draft for Telecom Policy back in October 2014 and is available here for your viewing.

Telecom Policy is pending renewal since 2009 after it got expired and since then several efforts have been made to get it renewed.

Recent most effort for renewal of Telecom Policy is shouldered by funding from World Bank and it took more than an year of human work from especially appointed consultants, PTA, FAB and MoIT for the preparation of final copy.

The major highlight of the Telecom Policy is the convergence of broadband, cellular and other policies into one place. Once approved, this one policy will serve as a roadmap for all ICT related sectors of Pakistan.

According to MoIT the draft policy treats all important areas of telecoms, infrastructure, licensing, services and their ubiquitous adoption, adding besides covering the issue arising out of previous policy implementation.

The manuscript includes various new elements like provisions for a new competition framework satellite communication, spectrum strategy, market based spectrum management, Over the Top services, convergence, communication security etc., which were not present in earlier policies.

Once approved by ECC, Telecom Policy will become effective and all major milestones mentioned in the policy will be worked out by relative authorities.
