The Senate Standing Committee on Interior has decided to carry out an audit of the funds and packages announced during the last 10 years for Balochistan.

The parliamentary body observed that due to lack of transparency in disbursement and utilisation of the public funds, the non-state actors get the license to operate in the province.

The parliamentary panel met here with Rehman Malik in the chair.

During the meeting, State Minister for Interior Shehryar Afridi raised questions over the utilization of funds and packages in the province. “Where the aids and packages given to Balochistan during the last 10 years were spent? If the province does not get funds for education, health and development, the non-state actors would get the license to operate. All the funds allocated for the province needs to be audited,” the minister called for.

Afridi further said that practical steps needed to be taken and collective efforts were required to strengthen institutions and Law Enforcement Agencies (LEAs).  He said a number of packages were announced in the past but unfortunately nothing was achieved practically.

The Committee decided to get the packages and funds announced during the last ten years audited.

Inspector General FC Balochistan Major General Nadeem Anjum informed the committee there is no organized footprint of Daesh in Balochistan. However, he said, the global powers tried to make the province a battlefield of international war.

“Our enemies had planned to up the violence to a level where UN convention can be invoked and use against Pakistan,” the IG FC said.

The committee lauded the efforts of the Frontier Corps Balochistan in restoring peace and countering terrorism in the province. The Committee paid rich tribute to the martyrs of FC Balochistan and offered fateha for all the martyrs of the FC Balochistan and other LEAs.

Malik said the nation stands by law enforcement agencies in its war against terrorism and anti-state elements. He said that FC Balochistan is playing an incredible and vital role in the restoration of peace and it sacrificed a number of its officers and personnel while they were fighting terrorism in Balochistan.

Malik told the committee he has taken notice of hacking of customers’ data of Pakistani banks. He said that he has directed Ministry of Interior, State Bank of Pakistan and FIA to submit detailed reports on the scam.

Malik said that to highlight the importance of Balochistan, Senator Mir Sarfaraz Bugti and Senator Anwar ul Haq Kakar were specially invited to the meeting adding that four senators from Balochistan are attending today meeting.

Inspector General FC Balochistan Major General Nadeem Anjum briefed the Committee about organizational structure, achievements, budgetary provisions, enhancing the capacity of FC, details of new and old check posts and steps taken for the welfare of FC staff. He also briefed the committee about packages for Shuhada.

He said Hazara Community was the primary target of the terrorists in the past but now the situation has improved. He apprised the Committee that tangible steps have been taken to provide security to Hazara Community in Balochistan and the pilgrims “Zaireens” travelling to Iran are given proper security.

He said that as a result of concrete security measures, the numbers of pilgrims “Zairians” have increased from 15000 to 1,50,000 and no casualty took place.

IG FC gave a detailed overview of the links between non-state actors and the way the ideological narrative and the sub-nationalist narrative are used to destabilize Balochistan.

He further informed that besides maintaining law and order in the province, the FC is running nearly one hundred schools from its own resources and free health care is provided to the people.  He said our soldiers are protecting and shielding the national assets just because of their love for their country.

Malik said that Indo-Afghan nexus against Pakistan has been unearthed by the valiant security agencies of Pakistan and the people of Pakistan take pride in the professional capabilities of LEAs.

The Committee called for strengthening FC by increasing its budget and fully equipping it with modern equipment and a helicopter.

Chairman Committee also asked for a separate housing scheme for FC Balochistan particularly for the families of martyrs. IG FC told the Committee that FC has built 77 schools in the Balochistan in which 24,500 students are studying and 12 hostels are built to provide facilities to the poor children.

Malik moved a resolution which was unanimously passed by the committee. The resolution reads as:

“The Senate Standing Committee on Interior unanimously resolves to appreciate the excellent performance of F.C. against the anti-state elements and the action against foreign (Indian and Afghan) spies involved in terrorism. The Committee also resolves that the budget of F.C. should be increased with no cuts in their already allocated budget & provision of a helicopter. The Services of IG FC, Maj. Gen. Nadeem Anjum, are appreciated who shown courage and professionalism to counter terrorism in Balochistan. The nation is proud of the LEAs, Police and Army in countering terrorism in Balochistan.”

Minister of State for Interior Sheheryar Afridi said that practical steps need to be taken and collective efforts were required to strengthen institutions and LEAs.  He said that a number of packages were announced in the past but unfortunately, nothing was achieved practically.

The meeting was also attended among others by Senators Javed Abbasi, Rana Maqbool, Kulsoom Perveen, Anwar-ul-Haq Kakar, Sarfraz Ahmad Bughti, Mian Atique Shaikh, Kuhda Babar, Muhammad Asad Ali Khan Junejo and Ch. Tanveer Khan and senior officers of the ministry and attached departments were also present during the meeting.
