CCP Welcomes Decision to Withdraw ICH Agreement

The Competition Commission of Pakistan (CCP) welcomed the government’s decision to withdraw the controversial International Clearing House (ICH) agreement.

At the time of formation of ICH, Competition Commission of Pakistan had made its all possible efforts to block ICH, however MoIT had then maintained that CCP is not mandated to block another government body from doing policy making.

CCP even hinted about taking the matter into the court, however, it couldn’t due to reasons known to everyone.

CCP was long maintaining its stand that ICH was illegal and anti-competitive regime. It had said that quota fixation for revenues for LDI operators, price fixation for international incoming calls and elimination of competition are all illegal activities as per competition rules of Pakistan.

Despite such rulings from CCP, MoIT had issued policy directive for formation of ICH that finally came into existence on October 1st, 2012.

Now CCP has shown its contentment over the decision of MoIT for withdrawal of ICH and said that move will facilitate competition in the market and that end-users are going to get benefited through the open market.
